浙江工业大学硕士学位论文青山湖科技城产城融合发展战略研究青山湖科技城产城融合发展战略研究摘要 Y27361 74 党的十八大强调,坚持走“中国特色新型工业化、信息化、城镇化、农业现代化道路”的“四化”同步发展之路。在中国,经历了30年发展的开发区, 则是走在了“四化”同步发展的前沿,尤其是在新型工业化、信息化和城镇化方面。同时,也需清醒的认识到,开发区(高新区)作为我国改革开放和市场经济体制实施的产物,发展历程还不够长,整体还处于探索阶段。在其发展的过程中还存在盲目扩张建设、重招商轻配套的现象,部分的开发区还处于低水平的产业集聚期,产业结构不合理,产出效能较低,环境保护意识薄弱,生活配套不完善等问题。虽然改革开放以来,%发展到 %,但产城融合问题还没有得到有效解决。开发区的诞生及其前景,本身就融合了产城发展的全程, “产业集聚”和“城市化推进”是开发区可持续发展的两条腿,缺一不可。就其初期阶段而言,大多则是产业集聚的过程,随着就业人口的增加、土地资源的减少,各方面矛盾逐步显现,尤其是体现在“以人为中心”的宜居、宜业、宜商综合环境方面。迫使开发区不得不进入后工业时代的发展模式,即产城融合发展。腾笼换鸟、三产服务业兴起、教育医疗事业被重视、交通信息网络建设日趋完善等成为这一时期发展标志。本文立足于当前国情、省情,结合青山湖科技城实际,以产业集聚和城市化建设互融互通作为切入点,通过城市发展、城市与产业互动关系、产城融合发展等理论研究,充分借鉴其他地区成功经验,根据青山湖科技城现有基础、发展方向,分析存在的问题,并提出一系列适宜本地产城融合发展的措施与建议。关键词:城市发展、产城融合、开发区、临安、青山湖万方数据浙江工业大学硕士学位论文青山湖科技城产城融合发展战略研究万方数据 Abstract nle Eighteenth National Congress ofthe CPC stressedthat our country should stick to the policy of the four modernization concerning industrialization, informatization。urbanization and agricultural with the new characteristics and we should pay same attention toeach China,it is true thatdevelopment zones with its30 years’experience,is in the forefront ofthe‘‘fourmodernization'’, especially inthearea and urbanizationwith new characteristics.
