【摘要】
社会中介组织的兴起与发展,是20世纪世界各国社会发展和政府改革中的一个重要现象。目前,在国际上,行业协会在全球性经济事务中扮演着越来越重要的角色。在我国,伴随着经济领域改革的不断深化和政治领域、社会领域改革的启动,行业协会的生存空间不断扩展、作用范围不断扩大。在此国际、国内背景下,对我国行业协会的研究有着更深刻的意义。

一、行业协会的概念
行业协会,作为一种社会性的中介组织,是市场经济深入发展和社会分工在市场领域细化的必然产物,是市场经济体系的一个有机重要组成部分。随着我国经济体制改革的深入和加入世界贸易组织,行业协会的重要性日益显现。如果再不加快行业协会的培育和发展,我们将无法适应世界经济全球化的趋势。
我国的行业协会脱胎于计划经济体制,因此有着先天的不足。无论是理论研究,还是实践,我国的行业协会都还处于起步阶段。
在现阶段,我国行业协会的外部治理缺乏立法的支持,政府过多干预,导致行业协会定位出现偏差、职能缺失。这主要受我国在计
